Os projetistas da Mauser Werke vinham trabalhando em diversos projetos de pistolas semi-automáticas desde 1893. Em 1909 desenvolveram uma nova arma, para o calibre 9x19mm Luger, com carga reduzida. Conhecida com Mauser 1910, não teve sucesso; um modelo mais evoluído, chamado Model 1910/12, foi fabricado em pequena quantidade, sob contrato da Marinha do Brasil. Nesta época, decidiram reduzir o design da arma para o novo calibre 6,35mm Browning, conhecido nos EUA como .25ACP, e introduzido na Europa em 1906. Esta arma tornou-se bastante conhecida como pistola de bolso.
Pouco antes da Primeira Guerra Mundial (1914-1918), a fábrica Mauser projetou uma versão maior desta pistola, no calibre 7,65mm Browning (nos EUA .32ACP). Algumas destas armas foram usadas pelo Exército Alemão. Mauser realizou pequenas alterações através dos anos, mas o desenho básico permaneceu (foto). Em 1934 foi introduzida a versão final da arma, cuja maior diferença para o modelo 1914 era a forma da placa de empunhadura, com a traseira curva, ao invés de retilínea. Ela foi adotada pela Kriegsmarine (Marinha) e Luftwaffe (Força Aérea) alemãs, durante a 2º Guerra Mundial.
